There's a couple of ways to do this. 1) We'll have contests every so once and a while, like "Most Interesting Character Design". You win, you get waiver! 2) Some orgs or teams require you to have a special ability. If You're already at the max, but you want to get in, you can have that ability on top of the rest if you get in.
